Japan’s main professional accounting and external auditing organization. Headquartered in Tokyo, the JICPA was established in 1949 during the period of U.S. occupation following World War II. JICPA membership is small, at only 13,000 in 2003, reflecting the recent implantation of the *public accounting tradition in Japan. However, given the status of the Japanese economy, the JICPA is an influential organization in global accounting: It was a founding member of the *International Accounting Standards Committee (IASC) in 1973, and a JICPA representative chaired the IASC from 1993 to 1995. The JICPA does not set * accounting standards, which are the responsibility of the Accounting Standards Board of Japan. Japan’s *Generally Accepted Auditing Standards comprise *auditing standards set by the Business Accounting Deliberation Council, a public sector body, and related JICPA guidelines.
